Guiding Principles for the cooperation between NGOs in Bangladesh and NETZ

After discussions among members of NETZ and collaborating partners the following guiding principles have been formulated in February 2000 for transformation into action:

  1. Target group: In general the rural poor and disadvantaged people in Bangladesh shall be benefited. Special emphasis will be given to women and their children.

  2. Methods: The active participation of the beneficiaries in the planning and implementation of joint projects is the basic platform to start from.

    NETZ is supporting NGOs committed to focus on the principle of participation in order to achieve the objective of enabling the people to help themselves as individuals or to form self-help groups.

  3. Activities: As the people are actively involved they have to decide what their priorities are with regards to self-development. NETZ does not prescibe which activities and projects should be taken up. However, one aim of NETZ is the support for the fulfillment of the basic needs of human beings (particulaly nutrition, health, education) through their own initiative. Futher assistance to jointly design solutions for short comings and conflicts can be expected from the collaboration. This is meant by empowerment.

  4. Partnership: NETZ aims to have a partnership with partner NGOs in Bangladesh sharing similar principles and focussing on the participatory learning methods not only with the beneficiaries but in the organisation itself. The participation of women and diadvantaged people in various bodies of the organisation must be ensured in order to create an environment for self-development by the underprivileged. In the partnership there should be willingness to learn from each other. There should be transparency and trust as the basis of the partnership.

  5. Institution Building: NETZ aims to assist NGOs in Bangladesh to acquaint the capacities, competence and skills to transform the idea of participation into action, to enable the people to develop themselves. The experience gained and the expertise available in Bangladesh are the starting point for the endeavour and for the successful cooperation.
